Parents should be aware that for the 2018 Festival the Executive Committee of HIMF will be implementing new rules regarding the licensing of children taking part. The National Network for Children in Employment and Entertainment (NNCEE) no longer considers festivals to be competitions. Since 2015 they have been regarded as performances. The Executive Committee must therefore comply with the regulations of the NNCEE and also the requirements of East Sussex County Council.
Where an individual entrant/child (up to and including year 11) attends a local authority school an individual license is required. The Festival will apply for the license but will forward Part ll of the forms for completion and signing by the parent. A copy of the child’s birth certificate or passport and authorisation from the Headteacher (where school absence is necessary) must also be submitted with the Part ll along with two passport size photos (photos can be scanned and saved to the Part ll application also).
Where an individual child attends an Academy, Free school or an Independent school and is missing school time, they can be covered by The Hastings Festival BOPA (Body of Persons) group licence, as long as the Headteacher has authorised the absence and we are in receipt of a copy of this. NB. Where a group is from a school (all schools) and under the supervision of teachers no license is required. The School is responsible for this as part of a school trip.
Parents should also note that there will be enhanced safeguarding evident at all competitions. Festival chaperones will be present in both halls and surrounding areas of the theatre to ensure the safety of all children. These new procedures will take some getting used to but I know that I can rely on your patience and goodwill.
